FED:NSW police probe use of Labor MP's card

CANBERRA, Aug 23 AAP - NSW police are looking into the alleged misuse of a credit card
belonging to federal Labor backbencher Craig Thomson after the opposition sent the state's
top cop a raft of documents, including a handwriting expert's advice.

The material given to NSW Police Commissioner Andrew Scipione by Liberal frontbencher
Senator George Brandis includes receipts, bank records and the opinion of the handwriting
expert sought by Fairfax-owned Sydney radio station 2UE.

Mr Thomson, MP for the NSW central coast seat of Dobell, has been accused of misusing
the credit card in 2005 and 2007 when he was general secretary of the Health Services
Union - before entering parliament after the 2007 federal election.

He has repeatedly denied claims he used the card to pay for the services of prostitutes
and said another person, who remains unnamed, had used the card.

NSW police said in a statement Senator Brandis's information had been "referred for
internal assessment to determine whether a criminal offence has occurred" and if an investigation
was warranted.

Paul Westwood, the handwriting expert cited by Senator Brandis in the material passed
to police, said the signature shown on a 2005 credit card voucher for a Sydney brothel
was "significantly more likely than not" written by Mr Thomson, but he could not exclude
the possibility of a "fabrication" without further analysis.

An MP who is jailed for a year or more must resign their seat, and if such a fate befell
Mr Thomson and the coalition won his vacated seat in a by-election, the minority Labor
government could fall.

Senator Brandis told reporters in Canberra while the investigation had "potential important
political implications" he did not believe it was "primarily a political matter".

"It is primarily a legal matter ... has a criminal offence been committed? That is
the matter the NSW police are looking at," he said.

"I'm very confident the weight of material ... does paint a clear picture of at least
to the level of a prima facie case of criminal offences."

As well, Fair Work Australia (FWA) is investigating the Health Services Union's financial
affairs.

Liberal senator Michael Ronaldson said the government needed to ensure FWA finalised
its investigation "as soon as possible", and report to parliament.

Prime Minister Julia Gillard again said she stood by Mr Thomson and would not comment
until FWA concluded its investigation.

The opposition also wanted to know who helped negotiate a loan from the NSW Labor party
to Mr Thomson to cover legal expenses racked up in an abandoned defamation action against
Fairfax Media.

When asked in parliament on Tuesday, Assistant Treasurer Bill Shorten he was not involved
in the loan.

Ms Gillard and NSW Labor powerbroker Mark Arbib have refused to comment, referring
questions to the party organisation.

Mr Shorten was also asked about the tax implications of the loan, but declined to comment.

The prime minister said previous Howard coalition government members had been investigated
by the federal police "and ultimately the police found they had no case to answer".

"In the meantime the member for Dobell is doing his job as a member in this parliament,"

she said.

Opposition Leader Tony Abbott has called for Mr Thomson to be stood aside from chairing
the lower house's economics committee while the investigation is under way.

Coalition senator Mary Jo Fisher has stood herself aside from parliamentary committee
work while she awaits a court finding on theft and assault charges.

Fairfax newspapers reported on Tuesday that court documents allegedly showed Mr Thomson's
mobile phone was used to contact escort agencies in 2005 and 2007, when he was head of
the union.

The same phone was also allegedly used to call a media contact for the Labor MP Stephen
Smith (now the defence minister), the then general secretary of the union Michael Williamson,
other union staffers and a staff member of Labor senator Mark Arbib, now a cabinet minister.

Fallen AFL star BRENDAN FEVOLA will pay about two thousand dollars to a children's
charity to avoid a public nuisance charge.

FEVOLA was involved in a stoush with Queensland police during the early hours of New
Year's Day in Brisbane's Fortitude Valley .. resulting in him being charged with public
nuisance and obstructing police.

He pleaded guilty but entered mediation talks earlier this month to have the charges dropped.

His lawyer's told the Brisbane Magistrates Court today that the mediation has been
successful .. and FEVOLA will pay about two thousand dollars to Variety Queensland.

NSW:NSW greyhound muzzle laws revised

SYDNEY, Feb 12 AAP - Non-racing greyhounds will no longer have to wear a muzzle once
they complete an approved retraining program, the NSW government says.

The amendment was announced on Saturday to encourage the adoption of more ex-racing
greyhounds, Local Government Minister Barbara Perry said on Saturday.

Many greyhounds are unable to find a home due to the muzzle requirement once their
racing days are over.

The opposition and Australian Veterinary Association welcomed the move, which will
bring NSW policy in line with Victoria, Queensland, South Australia and the ACT.

"The decision will mean that many more greyhounds will now be rescued and placed with
families rather than facing death row at the end of their racing career," Ms Perry said
in a statement.

Greyhound owners will still face tough dog control laws, even if their dog passes the
suitability test, with greyhounds required to wear bright green collars in public.

Opposition intergovernmental relations spokesman Chris Hartcher said the exemption
would give "a far better outcome" to greyhounds and their owners.

"Greyhound pets bring joy and happiness. They are affectionate and non-aggressive,"

Mr Hartcher said.

MELBOURNE, Aug 29 AAP - The 1953 Melbourne Cup Trainers Cup, believed stolen in a burglary
in Melbourne's north, has been found inside the owner's ransacked home.

Police said someone broke into a unit in St Leonards Road, Ascot Vale, between 6.30pm
and 11.45pm (AEST) on Saturday and stole the trophy and a computer.

But they later said the cup had been found in the unit on Sunday morning.

Police are still investigating the theft of the computer.

The 18-carat gold cup was awarded to Robert Sinclair for training the 1953 Melbourne
Cup winner Wodalla.

PERTH, April 21 AAP - Opposition leader Tony Abbott has brushed aside a union leader
comparing him with Pauline Hanson for even thinking of stopping the dole for people under
30.

Mr Abbott said the opposition had not yet announced a policy but is considering cutting
the dole for anyone under 30 who would not move to take up jobs.

He said conversations with employers in Western Australia had highlighted the shortage
of labour especially in the resources industry.

"I think that it's very important that we address labour shortages, particularly here
in the west," Mr Abbott told reporters in Perth.

"We have employers in the west screaming out for labour and yet we have social security
system that doesn't always give people the incentives they need to go and get work.

"I think it's very important that people be mobile in search of jobs."

Australian Workers Union boss Paul Howes said people under 30 would not automatically
find work in the resources sector under any such scheme.

"This is crass politics at it's worst, the type of thing that was typical of Pauline
Hanson," Mr Howes told Sky News on Wednesday.

"It's one of Tony Abbott's Sarah Palin moments."

Mr Howes said it was ultra right wing politics.

But Mr Abbott laughed off the comparison to Ms Hanson.

"I don't respond to smear," Mr Abbott said.

Researchers from Intel Labs demonstrated an experimental, 48- core Intel processor, or "single-chip cloud computer."

According to Intel, this chip boasts about 10 to 20 times the processing engines inside today's Intel Core-branded processors. The long-term research goal is to add incredible scaling features to future computers that spur entirely new software applications and human-machine interfaces. The company plans to engage industry and academia next year by sharing 100 or more of these experimental chips for hands-on research in developing new software applications and programming models.
While Intel will integrate features in a new line of Core- branded chips early next year and introduce six- and eight-core processors later in 2010, this prototype contains 48 fully programmable Intel processing cores, the most ever on a single silicon chip. It also includes a high-speed on-chip network for sharing information along with newly invented power management techniques that allow all 48 cores to operate at as little as 25 watts, or at 125 watts when running at maximum performance (about as much as today's Intel processors and two standard household light bulbs).

Intel Labs has nicknamed this test chip a "single-chip cloud computer" because it resembles the organization of datacenters used to create a "cloud" of computing resources over the Internet, a notion of delivering such services as online banking, social networking and online stores to millions of users.

"With a chip like this, you could imagine a cloud datacenter of the future which will be an order of magnitude more energy efficient than what exists," said Justin Rattner, head of Intel Labs and Intel's CTO. "Over time, I expect these concepts to find their way into mainstream devices, just as automotive technology such as electronic engine control, air bags and anti-lock braking eventually found their way into all cars."

The concept chip features a high-speed network between cores to share information and data. This technique gives improvement in communication performance and energy efficiency over today's datacenter model, since data packets only have to move millimeters on chip instead of tens of meters to another computer system.

Application software can use this network to pass information directly between cooperating cores in a matter of a few microseconds, reducing the need to access data in slower off-chip system memory. Applications can also manage exactly which cores are to be used for a given task at a given time, matching the performance and energy needs to the demands of each.

A nurse who traded child pornography while enthusing about the sexual torture of children
on the internet .. has been sentenced to serve a minimum four months jail in Tasmania.

But LINDSAY LATHAM of New Norfolk .. has had six months of a ten month sentence suspended
by Supreme Court Justice SHAN TENNENT in sentencing today.

The 52-year-old nurse had earlier pleaded guilty to 93 crimes .. involving possessing
.. distributing and producing child pornography .. including images of adults in sex acts
with babies.

LATHAM posed as a woman online .. and was caught in an international police bust in April 2007.

He will have to comply with the requirements of having his name placed on the state's
child sex offender register for seven years.

PERTH, Dec 27 AAP - A camper was seriously hurt by a huge falling tree as he sat with
friends at a nature reserve south of Perth.

Western Australian police said the group of campers were sitting at a table at the
base of the 30-metre-tall tree at Lane Pool Reserve in Waroona Shire when the tree toppled
around 9.45pm (WST) on Friday.

The tree - which was 2.5m in diameter - fell over without warning.

Four of the campers managed to scramble clear but four others were caught, one pinned
by his legs, police spokesman Mark Valentine told AAP.

"Several members of the group said they had earlier heard some creaking noises but
could not locate the cause or location," Mr Valentine said.

"Then suddenly the tree fell on top of the group."

Police and St John Ambulance volunteers rushed to the scene, and three campers with
minor injuries were taken to the local hospital in Waroona for treatment.

The seriously injured man had to be ferried down to an oval in the town before being
airlifted to hospital in Perth, with leg and suspected spinal injuries, Mr Valentine said.

The cause of the collapse is now under investigation.

QLD: Woman pleads not guilty to abducting girl

BRISBANE, Aug 18 AAP - A woman on trial for abduction helped an 11-year-old girl run
away from home, a court has been told.

It's alleged Linda Hay, 38, from Burpengary, north of Brisbane, collected the girl
from a Brisbane train station on November 18, 2006, without the permission of her father,
who had sole custody of the child.

The Brisbane District Court was today told the girl had gone to the station after storming
out of her father's girlfriend's home following an argument about playing video games.

Prosecutor Dennis Kinsella said the girl went by herself to the Wynnum Central train
station where she called her mother's friend.

She then caught a train to Thornside station.

The crown is alleging the friend helped organise for Hay to collect the girl, who was
not found by police until December 1, when she was returned to her worried father.

Mr Kinsella said the girl still refuses to reveal where she spent the time after Hay
allegedly picked her up from the station.

The court was told the girl, who cannot be named, is currently missing again after
running away from home 12 days ago.

Hay today pleaded not guilty to one count of abducting a child under 16.

The court was told at the time of the alleged abduction the girl's parents had been
involved in a messy custody battle which resulted in the mother being banned from having
contact with her children for several months.

The girl's father today said the mother had made a number of unfounded allegations
about him, including sexual impropriety towards his daughter.

He told the court the mother was a fundamentalist Christian who had previously thrown
out her children's Christmas presents as she believed they were the devil's tools.

The father told the court he believed she had "programmed" her daughter's behaviour.

The trial continues.

DoCS and the NSW government have come under fire in recent months following the high-profile
death of children known to the welfare organisation.

Those deaths include that of seven-year-old Shellay Ward, who starved to death in her
Hawks Nest home, and two year-old Dean Shillingsworth, found dead in a suitcase dumped
in a western Sydney pond.

Dean's mother has been charged with his murder.

The NSW Ombudsman yesterday condemned DoCS after finding 114 children who were known
to the department had died in 2006.

Nearly 50 had their cases closed before their deaths.

Mr Wood said the commission would be primarily concerned with "management and reform issues".

"A number of individual cases and practices will obviously be examined in order to
obtain snapshots that will give us an appreciation of where the problems lie and where
there may be opportunities for reform," Justice Wood said.

"The inquiry intends to consult widely and to visit most country regions, particularly
those where problems have been seen to exist."

Mr Wood said the powers set up under the special commission of inquiry were "largely
parallel" to a royal commission.

"I will have the power to summons any person to attend and give evidence under oath
or affirmation," Justice Wood said.

"I also have the power to require agencies and individuals to produce documents or
other things to me.

"Perhaps of more relevance in the present circumstances are the protections for witnesses
conferred by the Special Commissions of Inquiry Act.

"Any witness who provides evidence to the inquiry is subject to the same protections,
as would a witness in any case tried in the Supreme Court."

If additional powers were needed, they would most likely be granted to the inquiry,
Justice Wood said.

"I am assured by the government that should I believe that additional powers under
the Special Commissions of Inquiry Act are necessary, then I should request them immediately
and that any request will be favourably considered."

Mr Wood also called for public submissions to the inquiry with a February 11 closing date.

"We do need the input of the community and of all interested agencies and to that end,
we encourage submissions."

Justice Wood said DoCS, the governments and the ombudsman had already offered their
full support and cooperation.

An elderly Melbourne woman has been saved from a fire in her home when her neighbour
heard the woman's smoke alarm.

The 85-year-old woman was cooking in her house in Niddrie .. north-west of Melbourne
.. when she became distracted and her toaster and range hood caught fire just after eight
o'clock last night (AEST).

Her neighbour heard the smoke alarm and went to investigate.

The woman was taken to hospital suffering possible smoke inhalation.

MELBOURNE, Aug 16 AAP - A woman who underwent sex change surgery has failed to prove
that she was discriminated against when her attempt to change her gender on her birth
certificate was refused.

The woman, who was born a man, had asked the Federal Court in Melbourne to award her
compensation of $1,000 for discrimination on the grounds of marital status by the Victorian
Registrar of Births Deaths and Marriages.

The woman, referred to as "AB", also sought to have the decision of the Registrar overturned
and for her birth certificate to be altered to show she was now a woman.

The court heard AB had completed sexual affirmation surgery in April 2002.

It was also told she had married in 1967 and remained married to the same woman, although
they had separated six years ago.

Having previously changed her given names to those of a female, AB sought to have her
gender altered from "male" to "female" on her birth certificate following her sexual affirmation
surgery.

But her application was refused under two sections of the Births, Deaths and Marriages
Act which require an applicant to be unmarried.

AB's counsel Fiona McLeod, SC, argued that, under provisions of the Sex Discrimination
Act, AB was entitled to change her gender on official documents.

But Justice Peter Heerey rejected that argument and other claims that AB's case was
supported by United Nations conventions.

South Australian police have unveiled the latest computer program to help in the fight
against terrorism.

Known as the Zero Skills Analysis Program .. it allows police without specialist computer
training to conduct analysis in the field to detect electronic crime.

The program .. developed jointly by SA police and the University of South Australia
.. will also be used to investigate a range of other offences .. including child pornography
.. counterfeiting and identity fraud.

Local police will trial and evaluate the software over next few months.

SYDNEY, April 4 AAP - A state government crackdown on the movement of stolen goods
has resulted in reforms covering pawnbrokers and second-hand dealers, Fair Trading Minister
John Hatzistergos said today.

Mr Hatzistergos announced stage two of government reforms introduced to minimise the
sale of stolen goods through dealers.

Stage one began in December 2003 and included requirements for information disclosure
by pawnbrokers and a new process for consumers to recover their stolen goods.

"From today, the 1,200 pawnbrokers and second-hand dealers in NSW must obtain detailed
evidence from people pawning goods - to prove their identity and date of birth," Mr Hatzistergos
said in a statement.

At least one document from a government authority must be included and corporations
offering goods must provide their Australian Business Number (ABN), he said.

The documents would make it easier to identify and trace people pawning items.

"Another priority in cracking down on the movement of stolen goods is accurate record
keeping," Mr Hatzistergos said.

Second-hand dealers must now make records on the day they acquire or dispose of goods,
and make it clear the price they paid for goods, he said.

Pawnbrokers would also find the new laws would simplify the process of disposing of
unredeemed goods, he said.

"No longer will pawnbrokers be forced to sell unredeemed goods through public auction,
which can be time-consuming and costly for low value items, but instead they can now sell
them onsite," Mr Hatzistergos said.

Chunghwa Telecom cuts 3G subscription rate.

Taipei, July 19, 2011 (CENS) -- To alleviate the traffic jam of its 3G mobile-phone network, Chunghwa Telecom announced yesterday (July 18) the provision of 20% discount for its "all-you-can-eat" 3G subscribers with monthly transmission volume less than 1GB.

The preferential program is designed to encourage 3G subscribers to cut down their transmission volume and will put into practice from August through the end of next year. Institutional investors estimate that the program will cost Chunghwa Telecom NT$1.5 billion in revenue, reducing its revenue from non-voice call value-added service to NT$14 billion this year, from the original projection of NT$15 billion.

Two other local major mobile-phone carriers, Taiwan Mobile and Far Eastone, stated that they don't have plan to follow the move of Chunghwa Telecom, since they already rolled out preferential programs of their own previously.

Meanwhile, to help clients cut down on 3G transmission volume and boost the usage of wireless WiFi service, Chunghwa Telecom provides 30 hours of free usage for WiFi service to 3G and 2G subscribers.

The preferential program is expected to benefit 700,000-800,000 subscribers, about half of the projected number of the company's 1.4 million wireless-Internet service subscribers at the end this year. With the 20% discount, the monthly subscription rates of those subscribers will drop to NT$608-680.

The rapid popularity of smart phones and mobile Internet cards in recent two years has greatly augmented the traffic of wireless Internet access, overstraining the capacities of 3G networks. Presently, 87% of Chunghwa's wireless Internet networks' capacity is being occupied by high-volume subscribers, which account for 10% of the total subscribers. The rate cut will, therefore, benefit most subscribers, since the transmission volume of great majority of subscribers is less than 1GB per month.

Along with the rate cut, Chunghwa Telecom will invest NT$9 billion this year and next year to upgrade the bandwidth of transmission bases and accelerate the construction of various micro-cell bases, according to Chang Hsiao-tung, president of Chunghwa Telecom

Apple nears cloud music service with label deals.

Apple Inc is close to launching an online music storage and streaming service after reaching deals with three of the four major labels and is expected to wrap up the fourth in a few days, according to several people familiar the plans.

The iPhone and iPad maker completed work on the new service a while back, according to two people, and will beat Google Inc and Amazon.com Inc in the bid to launch a comprehensive cloud music service. The iTunes cloud-based service will offer users the ability to buy, store and stream favorite songs and albums wherever they have an Internet connection on any device.

Warner Music Group Corp was the first to reach a cloud deal with Apple more than two weeks ago and was followed by EMI Group and Sony Corp s Sony Music Entertainment more recently, according to three people with knowledge of the talks. Vivendi SA s Universal Music Group, the largest music company in the world, is "within days of putting pen to paper on the new cloud service," said a fourth person.

Spokespeople for Apple and the labels all declined to comment.

The big technology companies are vying to be leaders in new ways for fans to access songs and videos. As the sales of physical media such CDs and DVDs fall rapidly, the tech giants are betting they can sell media subscriptions, software and innovative devices linked to these services.

While Amazon is the leading e-reader maker, Apple and Google are competing on mobile platforms for smartphones and tablet devices.

Apple has discussed plans for a cloud-based iTunes service on and off over the last year with the labels. It stepped up negotiations recently, according to these people. It is now expected that Apple will likely be in a position to announce its cloud music plans in time for the Apple Worldwide Developers Conference on June 6.

Steve Jobs, Apple s founder, has in the past unveiled products, including the iPhone 4, at the WWDC.

There is a chance the new music service could be ready to launch by June 6, but it would also need deals with song publishers. Apple has opened talks with some publishers, according to two people.

Amazon and Google launched music locker services in the past few weeks without new licensing agreements, leading to threats of legal action from some music companies. At the time, Amazon argued its Cloud Drive service does not need licenses and said uploaded music belongs to the users, something the labels dispute.

At the end of its activities on Wednesday, the forum called for expanding insurance coverage to include fire insurance and job responsibilities, as it also called for setting definite terms for car accident damages for the damaged in addition to upgrading the specialized Arab insurance institutes.

The forum also recommended paying more attention to the quality of products and services offered by companies and boosting competitiveness among companies to provide good services to their agents.

It also called for setting laws and systems that could provide insurance through banks and for activating insurance products promotion via internet in addition to establishing national data bank to facilitate accessing insurance market's data and promoting tendency towards deepening the practice of micro insurance.

The importance of supporting the competitiveness of insurance products through decreasing their cost based on reducing taxes and fees, along with providing tax incentives to all insurance branches was also a main recommendation.

Indian IP address used for hacking Bangladesh websites.

Dhaka, March 22 -- The Prime Minister's Office (PMO) in Bangladesh says it has traced an Indian IP (Internet Protocol) address used for hacking 20 district portals, but acknowledges that the real identity of the hacker could be concealed.

The hacked sites were operated by the PMO and the incident is considered to be a serious security lapse.

'We have initially detected an Indian IP address that belongs to Videsh Sanchar Nigam Limited (VSNL), one of the largest Internet service providers in India,' said S.M. Akash, media manager of Access to Information (A2i) team of the PMO.

Professional hackers, however, use various methods to hide their real IP address and location, The Daily Star quoted him as saying.

The Bangladesh government will ask VSNL for details of the IP address and the hacker's location, said the official.

Twenty district websites operated by the PMO were hacked Saturday.

Some Hindi letters and 'JAI HIND!' were posted on the hacked websites.

The hackers claiming to be Indians threatened Bangladesh with a cyber war if any Pakistani terrorist enters India via Bangladesh.

Home Secretary Abdus Sobhan Sikder said they restored the websites Saturday night.

Identity theft is ongoing plague.

Jan. 27--Despite consumer alerts and warnings, identity theft is showing little sign of letting up, as an estimated 9.3 million people were victimized last year, according to a study released Wednesday. The price tag of identity rip-offs -- including credit-card theft and other fraud -- totaled almost $53 billion in 2004, about the same as in 2003, adjusted for inflation, the study said.

Although the number of victims was down slightly from the year earlier, researchers said the change was not statistically significant. Bottom line: Identity fraud continues to be a major scourge on U.S. consumers.

Still, researchers said some of the recent findings may help clarify misconceptions about the role of the Internet in identity theft. Victims fall prey far more often to conventional theft than to Internet hackers or other online predators, researchers said. For many victims, the perpetrator is an acquaintance, neighbor, friend or family member, who steals their mail or other personal information.

"Our numbers show that fears about online identity fraud may be out of proportion to the relative risk," said James Van Dyke, founder of Javelin Strategy & Research, a consulting firm that co-sponsored the study with the Better Business Bureau Inc.

The new study, partly funded by Wells Fargo and Visa, was designed to update a landmark 2003 study by the Federal Trade Commission. The FTC report said identity theft had reached epidemic proportions in the United States.

Although the commission agreed with some of the latest findings, agency officials questioned the researchers' premise that online fraud doesn't play a significant role in identity theft.

"I really don't think their figures justify those conclusions," said Lois Greisman, the trade commission's associate director. "Only a little over half of the victims even knew how it had happened to them."

The study's authors offer consumers tips to protect themselves:

Shred documents that contain personal information. Consider using an electronic bill payment system and stop sending signed checks through the mail.

Use online banking and credit-card accounts and monitor your accounts regularly. Install and regularly update computer firewall, anti-virus and anti-spyware software.

Sign up to receive automatic payroll deposits and receive electronic bills and statements, where possible.

Some consumers said they've already taken measures to prevent identity theft. Nancy Bateman of St. Cloud said she's been hit twice in the past three years.

Among her strategies: She uses a credit card with a $200 limit for her online shopping, and recently spent $150 protecting her computer against viruses and spyware.

And, "now I shred and burn everything with my name on it," Bateman said.
